현행 도서정가제 법률상 도서의 최대 할인폭은 15%로 제한돼 있어서 인기가 없는 책들은 잘 팔리지 않아 재고로 쌓이는 경우가 많다. 일부 판매자들은 책을 중고 처리해 염가로 판매하기도 하고 있는데, 재고를 처리하려면 어쩔 수 없다는 반응이다. 창고에 팔리지 않는 책이 쌓여 유지비만 축난다는 것이다.
