[Bills in Focus] Multilateral off-board trading, industrial transformation support

Pending Bill: Partial Amendment to the Financial Investment Services and Capital Markets Act, proposed by Yun Chang-hyun of the People Power Party, aims to update regulations to reflect the changing landscape of investment contract securities. The amendment seeks to apply the security distribution system outlined in the Act uniformly to all types of securities, considering the impact of online transaction platforms on the ease of trading these securities. Additionally, it addresses the need to regulate investment limits to protect ordinary investors while allowing off-board trading via investment brokers for various types of securities. The Promulgated Bill, Enforcement Decree of the Act on Employment Security Support Following Industrial Transformation, requires the government to assess the impact of industrial transition on employment every five years and proposes training programs for vocational skills development and reemployment support for employers and workers. The Administrative Announcement for the Enactment Bill to the Enforcement Decree of the Framework Act on Supply Chain Stabilization Support for Economic Security establishes an early-warning system to monitor supply and demand trends, price fluctuations, and policy shifts to prevent potential disturbances to the supply chain.
