Assembly passes pro-labor ‘Yellow Envelope Bill’


The National Assembly, led by the opposition, passed a labor-focused bill on Monday with the aim of restricting employers from pursuing damage claims against workers during legitimate disputes and mandating engagement in collective bargaining with subcontractor labor unions. The bill, known as the "Yellow Envelope Bill," was a revision to the Trade Union and Labor Relations Adjustment Act and was passed in a 177-2 vote during a plenary session. The ruling party, despite their ongoing protest, was unable to prevent the bill's passage, as the main opposition party holds a clear majority in the parliament. The ruling party had attempted to stall the bill's passage through a 31-hour filibuster, but the opposition prevailed and the bill was approved. Additionally, the Assembly also endorsed the nomination of a new Supreme Court justice following a delay due to nepotism allegations. The government and major business organizations expressed their opposition to the passage of the labor reform bill, stating concerns over its potential negative impact on the economy and industrial workplaces. On the other hand, union groups called for the swift promulgation of the bill, while the president is expected to exercise his veto power within the next 15 days.
