Voters in Seoul went to the polls on Wednesday to elect a new education superintendent in a by-election, with a competitive race anticipated between a conservative former lawmaker and a progressive honorary professor of sociology.
The superintendent position at the Seoul Metropolitan Office of Education is one of five local administrative roles contested in this by-election, with voting scheduled from 6 a.m. to 8 p.m.
This position became vacant following the suspension of the previous left-leaning superintendent, who was sentenced in August for abuse of power, thus losing his term.
Three candidates are vying for the role, but the contest is expected to primarily focus on Cho Jun-hyuk, the conservative candidate, and Jung Keun-sik, the progressive candidate.
A victory for Cho would mark the end of ten years of progressive leadership in the position. He has proposed extensive education reforms aimed at improving students' academic skills, including the reinstatement of traditional pen-and-paper exams for elementary school students.
Cho has also advocated for the repeal of the city's Ordinance of Student Rights, claiming it undermines teachers' authority, and has promised to introduce a new ordinance that defines students' responsibilities.
He is the first consolidated conservative candidate for the Seoul education chief role since 2014, when the previous progressive superintendent won his first term as a unified candidate against two conservative opponents.
In contrast, Jung intends to continue the liberal policies of his predecessor and has criticized Cho's proposal to reintroduce pen-and-paper exams, labeling it as "regressive." He believes that activity-based assessments are more appropriate for the education of elementary students.
Voter turnout for this election is projected to be low, with an estimated 20 percent participation rate. Advance voting, which took place over two days last week, recorded a notably low turnout of 8.28 percent.
