Seoul's top envoy to Washington cautioned against economic "protectionism" while emphasizing the need to address barriers to full defense industrial cooperation between South Korea and the United States.
During a think tank forum, Ambassador Cho Hyun-dong highlighted a US legal mandate requiring naval ships to be built in America as a significant challenge to expanding collaboration with foreign partners. He pointed out that the issue has gained attention as the upcoming elections heighten calls for protecting American manufacturing jobs.
Cho stated, "Nevertheless, this is a pivotal moment, and we must recognize that cooperation offers greater benefit than protectionism." He discussed the global security landscape, referencing Russia's war in Ukraine, military alignment with North Korea, and conflicts in the Middle East, underscoring the need for tighter cooperation among allies.
He identified shipbuilding as a key area for potential cooperation, noting the disparity in shipbuilding capacity between the United States and China. According to a congressional report, China has over 230 times the shipbuilding capacity of the US and maintains the world's largest maritime fighting force, operating 234 warships compared to the US Navy's 219.
Cho remarked that Korea is the world's second-largest shipbuilding country, holding a 30 percent market share and a reputation for efficiency and excellence. While acknowledging that the US is unmatched in producing advanced military assets, he asserted that expanding ship production and strengthening the industrial base cannot be achieved "overnight" or "by itself."
"We can best enhance our capabilities and accelerate innovation to ensure a secure future at sea only by working together with trusted partners whose strengths complement our own," Cho asserted. He mentioned South Korean firms' initiatives to find innovative ways to enhance cooperation with the US, including acquiring a US-based shipyard and participating in the maintenance and repair of ammunition ships.
"The momentum is there, but we must do more," he stated. "This is a moment to deepen our partnership and strengthen our industries even further."
Additionally, Cho indicated he does not have confirmed intelligence on whether North Korea has sent troops to support Russia in its war against Ukraine, but he suggested it is "quite likely" this has already occurred. He stressed the need to address this situation seriously, not just between Korea and the United States but in collaboration with NATO allies.
Cho concluded that the developments demonstrate the interconnectedness of security in the Indo-Pacific and the Euro-Atlantic regions.
