A special committee in the National Assembly is investigating allegations of insurrection related to President Yoon Suk Yeol’s martial law declaration on December 3. On Wednesday, the committee issued orders for key officials to testify at its hearing, following a decision passed by an 11-7 vote.
The committee has summoned seven officials implicated in the alleged conspiracy to plan martial law, including the president, former Defense Minister Kim Yong-hyun, and several military leaders. Ruling party lawmakers opposed the order, characterizing it as a politically motivated effort to publicly embarrass the president, who is currently detained on charges of leading an insurrection and abuse of power.
Despite the committee's attempts to have the summoned officials appear by 2 p.m., they did not attend the hearing. Opposition lawmakers criticized President Yoon’s statements during his impeachment trial, where he denied allegations related to the martial law declaration.
Prime Minister Han Duck-soo, present at the hearing, stated that he did not recall seeing the president give a note to the then-Finance Minister before the martial law was declared. Former National Intelligence Service deputy director Hong Jang-won reiterated claims that the president ordered the arrest of several politicians.
Former Interior Minister Lee Sang-min refused to testify regarding allegations that he requested the National Fire Agency to cut off utilities to media outlets. He declined to take an oath during the hearing, emphasizing the need for public information through investigations rather than personal testimonies.
Additionally, Kim Sung-hoon, deputy chief of the Presidential Security Service, refrained from commenting on allegations concerning the first lady. He was urged to cooperate with an investigation into the presidential residence and the secure phone records used by Yoon.
Kim indicated that he would review the relevant laws before deciding on cooperation with the investigation.

여당인 국민의힘 소속 의원들은 이 명령에 반대하며, 이는 정치적으로 동기 부여된 시도로서 힘든 상황에 처한 대통령을 공개적으로 수치스럽게 만들고자 하는 행위라고 주장했다. 윤 대통령은 현재 경기 의왕의 서울구치소에 수감되어 있으며, 내란과 권력 남용 혐의를 받고 있다.
위원회는 이들이 오후 2시까지 국회에 출석할 것을 시도했으나, 이들은 나타나지 않았다.
야당 의원들은 화요일 헌법재판소에서의 윤 대통령의 탄핵 재판에 대한 그의 발언을 비난하며, 그가 계엄령을 선언한 후 군 지휘관들에게 국회에서 의원들을 "끌어내라"고 지시했다는 주장을 부인했다고 전했다.
한덕수 총리는 청문회에서 대통령이 계엄령 선언 직전 열린 국무회의에서 당시 재무부 장관에게 메모를 준 것을 기억하지 않는다고 말했다. 그는 "충격을 받아 기억이 나지 않는다"고 밝혔다.
전 국가정보원 1차장 홍장원은 청문회에서 대통령이 전직 정치인들을 체포하라고 지시하는 전화를 했다는 주장을 반복했다.
전 행정안전부 장관 이상민은 12월 3일 여러 언론사에 전기와 물 공급을 차단하도록 요청했다는 혐의에 대해 증언을 거부하며, 국회 청문회에서도 선서를 거부했다.
청문회에서 김성훈 대통령경호처 부처장은 영부인과 관련된 의혹에 대해 언급을 거부했다. 그는 기밀 스마트폰을 제공했다는 주장을 확인할 수 없다고 말했다.
아헌 의원은 김 부처장에게 대통령 관저 수색과 윤 대통령이 사용할 보안 전화 서버 기록 압수 조사와 관련하여 협조할 것을 촉구했다. 김 부처장은 "영부인도 경호처의 보호를 받고 있으며, 관련 법을 검토한 후 협조 여부를 결정하겠다"고 말했다.
