Seoul plans to offer 1 million won ($685) to newlywed couples who register their marriage in the capital this year as part of an initiative to enhance the city's increasing birthrate.
The Seoul Metropolitan Government announced on Sunday that it is evaluating a policy to provide the financial assistance, labeled as "marriage living expenses."
Following consultations with the Ministry of Health and Welfare regarding the payment method and eligibility criteria, the subsidy is expected to be distributed as early as October. The city is also deliberating whether to provide the funds in cash or as points redeemable in local communities.
Eligible couples must have registered their marriage in Seoul this year, with a median income of less than 150 percent of the projected median income for 2025, which is estimated at 5.89 million won for two individuals. Approximately 20,000 couples are anticipated to qualify for this financial support, with considerations to extend eligibility to those earning less than 180 percent of the median income (7.07 million won for two people).
The initiative aims to sustain the upward trend in birth rates that began last year by enhancing support for marriage, childbirth, and parenting.
Data from Statistics Korea indicates that Seoul recorded a total of 38,568 births from January to November last year, reflecting a 5.1 percent increase from 36,703 in the same period of 2023. Births in Seoul rose monthly in 2024 compared to 2023, with the exceptions of January and March, which experienced decreases of 9 percent and 4 percent, respectively.
The city attributes the rise in births primarily to couples who postponed marriage during the COVID-19 pandemic and subsequently wed after restrictions were lifted. Additionally, existing policies such as long-term lease deposits for newlyweds, infertility support, and assistance for multi-child households have contributed to the positive trend.
"The city government is closely reviewing related measures to continue this trend of increasing births,” stated an official.

지급 방법과 지원 대상을 보건복지부와 협의한 후, 이르면 10월에 보조금을 배포할 계획이다. 또한, 지자체에서 현금 또는 지역사회에서 현금으로 사용할 수 있는 포인트 형태로 보조금을 지급하는 방안도 고려하고 있다.
올해 서울에서 결혼을 등록한 부부 중 2025년 기준 중위소득의 150% 미만인 경우 — 2025년 두 사람 기준 589만 원 — 이 혜택을 받을 수 있다. 서울시의 계산에 따르면, 약 2만 쌍의 부부가 이 정책의 혜택을 볼 수 있을 것으로 예상된다. 또한, 지원 대상을 중위소득의 180% 미만(두 사람 기준 707만 원)으로 확대하는 방안도 검토 중이다.
출생 수가 지난해부터 반등하기 시작함에 따라, 이 정책은 결혼, 출산 및 육아에 대한 지원을 강화해 이러한 추세를 지속하는 것을 목표로 하고 있다.
통계청의 인구 추세에 따르면, 서울에서는 지난해 1월부터 11월까지 총 38,568명이 태어나 2023년 같은 기간의 36,703명에 비해 5.1% 증가했다. 2024년 서울에서 태어난 아기 수는 2023년에 비해 모든 달에서 증가했으며, 단 1월과 3월만 각각 9%와 4% 감소했다.
서울시는 출생 수 증가의 주요 원인이 COVID-19로 인해 결혼을 미뤘던 부부들이 팬데믹 제한이 해제된 후 결혼했기 때문이라고 믿고 있다. 또한 신혼부부를 위한 장기 임대 보증금 지원, 불임 지원 및 다자녀 가구 지원과 같은 정책들도 영향을 미쳤다고 덧붙였다.
"시 정부는 출산 증가 추세를 지속하기 위한 관련 대책을 신중히 검토하고 있다"고 한 관계자가 말했다.
