Former military commanders testified against President Yoon Suk Yeol during a session at the National Assembly regarding his alleged insurrection, with one commander claiming he was ordered to paralyze the Assembly when martial law was imposed on December 3.
Lt. Gen. Kwak Jong-geun, the former head of the Army Special Warfare Command, stated that the president instructed him to "drag out" lawmakers via a secret phone call. This assertion contradicts claims made by Yoon's defense attorneys.
Kwak quoted the president’s directive: “The president told me to ‘drag out the people inside.’” This testimony stands in opposition to former Defense Minister Kim Yong-hyun, who, during a January 23 hearing for Yoon’s impeachment trial, asserted that he instructed military personnel to remove “agents,” not lawmakers, claiming that troops were only deployed to maintain order.
Kwak dismissed Kim’s assertions as false, emphasizing that there were no agents present in the Assembly during the cited phone call. He stated, “At the time of the phone call, there were no agents inside the building,” adding that agents were sent in later.
In his testimony, Kwak denied having received orders to maintain order, protect citizens, or that troops were only deployed as a warning, all claims made by the president’s side. He clarified that his testimony was intended to help establish the truth, rather than to testify against the president.
Following the session, two additional former military commanders, Yeo In-hyung and Lee Jin-woo, along with Hong Jang-won from the National Intelligence Service, provided testimony in the Constitutional Court. Lee, who faces charges related to the president’s martial law declaration, declined to reveal specific details about his communication with Yoon due to potential legal repercussions, but did confirm receiving a phone call from the president on that day.
During questioning, Lee reportedly indicated that Yoon instructed him to remove lawmakers from the Assembly by any means necessary, including “firing guns and breaking down doors.” He noted, “I have been investigated in a criminal case and in the process of giving evidence ... please understand that (my responses) will be very limited.”
Yoon’s defense team maintains that the president did not intend to disrupt Assembly operations with the martial law declaration, asserting that the decree banning political activities was merely a cautionary measure for opposition lawmakers.
Outside the court, approximately 200 of Yoon's supporters rallied despite the cold weather, holding signs that read “Free the President” and “Impeachment Invalid.”
The court is expected to reach a verdict within four months regarding the Assembly's impeachment motion against Yoon, which was initiated following his decision to declare martial law, a move that was rescinded hours after lawmakers voted to nullify it.

곽 중장은 “대통령이 비밀 전화로 ‘안에 있는 사람들을 끌어내라’고 말했다”고 전했다.
이 발언은 전 국방부 장관 김용현의 주장과 상반된다. 김은 1월 23일 헌법재판소에서 열린 윤 대통령의 impeachment trial에서 군 지휘관들에게 ‘요원’을 대피시키라고 지시했으며, 군은 질서를 유지하기 위해 파견되었다고 주장했다.
곽 중장은 그 주장을 거짓으로 일축했다.
그는 “전화를 할 때, 건물 안에는 요원이 없었다”며, ‘707 특수 임무 부대’의 요원들이 이후에 파견되었다고 덧붙였다.
또한 그는 '질서를 유지하라'거나 '시민을 보호하라'는 지시를 받은 적도 없으며, 군이 경고 용도로 국회에 배치되었다는 주장도 부인했다.
곽 중장은 대통령에 대해 증언하고 있다는 주장을 부인하며, 단순히 진실을 밝히기 위해 도와주고 있다고 말했다.
이날 국회 회의 후, 전 국방정보본부장 여인형과 전 수도방위사령관 이진우, 그리고 국가정보원 전 1차장 홍장원 등이 헌법재판소에서 목격자로 증언했다.
대통령의 계엄령 사태에 주요 역할을 했다는 혐의로 기소된 이진우는 윤 대통령과의 통화 세부사항을 공개하지 않겠다고 밝혔다. 이는 자신의 법적 위험 때문일 수 있다.
하지만 그는 “그날 윤 대통령의 전화를 받았다”고 인정했다.
검찰의 질문에서 이진우는 윤 대통령이 의원들을 '총을 발사하고 문을 부수어' 제거하라고 지시했다고 전해진다.
그는 “형사 사건에 대해 조사를 받았고, 검찰의 조사에 대해 증언할 때 (인정하거나 부인하는) 제 응답이 매우 제한적일 것이라는 점을 이해해달라”고 말했다.
윤 대통령 측 변호인단은 대통령이 국회를 운영 방해할 의도가 없었다고 주장하며, 정치 활동 금지 조치는 단순히 야당 의원들에게의 경고용이었다고 밝혔다.
법원 밖에서는 영하의 날씨에도 불구하고 약 200명의 윤 대통령 지지자들이 집회를 열었다. 일부는 “대통령을 석방하라”와 “탄핵 무효”라는 메시지가 담긴 팻말을 들고 있었다.
법원은 의원들의 계엄령 선포 결정에 대한 탄핵 제소를 유지할지 여부에 대한 판결을 4개월 이내에 발표할 예정이다.
