Recent fishing vessel accidents in Korea have been largely attributed to deteriorating weather conditions and declining fish stocks due to the climate crisis, experts reported on Friday.
The Ministry of Oceans and Fisheries indicated that the number of deaths and missing persons from fishing boat accidents rose by 52 percent, from 78 in 2022 to 119 in 2023.
Several maritime accidents occurred this past week. A fire on a fishing boat off Wangdeung Island resulted in seven of the twelve crew members going missing, with search efforts ongoing. Additionally, on Wednesday, two individuals were killed and three went missing after a fishing boat capsized off Seogwipo, Jeju Island. Another incident on Sunday off Geomundo Island resulted in five fatalities and five missing individuals.
Experts in fisheries science and weather have identified changing maritime conditions as a primary factor contributing to these accidents. Special marine storm warnings were issued for 225 days in the past year, a 7.7 percent increase from 2022, and more than double the number from 20 years ago, indicating a heightened risk due to frequent gusts and high waves.
Furthermore, excessive fishing amid declining fish stocks and adverse weather conditions has exacerbated the situation. Certain fish species, such as hairtail, have become scarce near Korean coastlines due to changes in seawater temperature, compelling fishermen to operate under unsafe conditions, according to the Korea Coast Guard.
Kim Byeong-yeop, a professor of fishery science at Jeju National University, commented that many accidents stem from excessive operations without adequate preparation for worsening weather. He noted that fishermen often do not retract their nets and return promptly when conditions deteriorate, primarily due to financial pressures.
Kim Ja-hoon, head of the Korea Maritime Transportation Safety Authority, echoed this concern, stating that warnings regarding weather conditions in distant seas have increased by over 10 percent annually in the past decade, while the operational distance for fishermen has also expanded due to diminishing coastal fish resources.
In response to the rising number of accidents, the Korea Coast Guard announced a period of Enhancing Special Boundaries for Maritime Safety until March 15. They will bolster maritime safety measures by deploying all maritime police vessels and equipment in high-risk areas, as well as establishing a 24-hour emergency dispatch mode with patrol boats and rescue teams.

전문가들은 기후 위기로 인한 수산 자원 감소와 악화된 기상 상황이 최근 발생한 여러 어선 사고의 주요 원인이라고 언급했다.
해양수산부에 따르면, 어선 사고로 인한 사망자와 실종자는 지난해 78명에서 119명으로 52% 증가한 것으로 나타났다.
이번 주에만 한국에서는 여러 해양 사고가 발생했다. 수요일, 제주 서귀포 연안에서 어선 전복으로 2명이 사망하고 3명이 실종됐다. 일요일에는 여수 거문도 인근 해역에서 발생한 사고로 5명이 사망하고 5명이 실종됐다.
어업 과학 및 기상 전문가들은 기상 변화가 계속되는 사고의 주요 원인으로 지목하고 있다. 지난해 한국에서는 특별 해양 폭풍 경고가 225일에 걸쳐 발령되었으며, 이는 2023년 대비 7.7% 증가한 수치다. 이 수치는 20년 전보다 두 배 이상 증가하여 잦은 돌풍과 높은 파도로 인한 사고 위험이 증가하고 있음을 반영한다.
전문가들은 또한 기후 변화로 인한 수산 자원 감소와 기상 변화 속에서의 과도한 어업이 사고 증가에 일조하고 있다고 지적했다. 해수 온도의 변화로 전통적으로 한국 연안에서 잡히던 갈치와 같은 어종이 줄어들어 어선들이 악화된 기상 조건에서도 조업을 감행하는 경우가 많아지고 있다.
제주대학교 김병엽 어업과학 교수는 "최근 사고의 원인은 악화된 기상 조건을 대비하지 않고 과도하게 조업한 것"이라고 말했다. 이어 "조업 중 기상이 악화되면 신속하게 그물을 걷어들여 돌아와야 하지만, 대부분의 어부들은 경제적인 이유로 그러지 않는다"고 덧붙였다.
한국해양수산안전공단 김자훈 본부장도 동의하며 "지난 10년 동안 먼 바다 기상 조건에 대한 경고 발령이 매년 10% 이상 증가했지만, 어부들이 작업하는 거리는 해안 어획 자원의 감소로 점차 늘어나고 있다"고 전했다.
한국해양경찰청은 3월 15일까지 해양 안전을 위한 특별 경계 강화 기간을 발표하고 해양 안전 대책을 강화할 계획이다. 해양경찰청은 사고가 발생할 가능성이 있는 지역에 모든 해양 경찰 선박과 장비를 배치해 비상 사태에 대비할 예정이다. 또한 24시간 비상 출동 모드로 순찰선과 구조팀을 배치할 계획이다.
