U.S. President Donald Trump signed a memorandum on Friday aimed at creating a "fast-track" process to enhance investment from U.S. allies while restricting investments from individuals affiliated with China in strategic sectors.
The memorandum, titled "America First Investment Policy," accuses China and other foreign adversaries of systematically directing investments in U.S. companies to acquire advanced technologies and intellectual property.
According to the memo, the United States will establish an expedited process based on objective standards to facilitate investment from specified allied and partner sources in businesses related to advanced technology and other critical areas.
This process will allow for increased foreign investment, subject to security provisions that require specified foreign investors to avoid partnerships with U.S. adversaries.
The memo also outlines the use of legal instruments, including the Committee on Foreign Investment in the United States, to limit investments from China-affiliated individuals in sectors such as technology, critical infrastructure, health care, agriculture, energy, and raw materials.
Additionally, the document emphasizes the protection of U.S. farmland and real estate near sensitive facilities and aims to reduce the exploitation of U.S. capital, technology, and knowledge by foreign adversaries.
It states that new rules will be established to prevent U.S. companies and investors from supporting industries that advance China's national Military-Civil Fusion strategy, allowing only investments that align with American interests.
The memo highlights the importance of America's investment policy to national and economic security, asserting that welcoming foreign investment and strengthening capital markets are essential for the country's future economic growth.

"외국 투자를 환영하고 미국의 세계적 수준의 민간 및 공공 자본 시장을 강화하는 것은 미국의 황금 시대(America's Golden Age)의 핵심 부분이 될 것이다."라고 말했다.
