A report by the state audit agency has revealed that the former secretary-general of the National Election Commission (NEC) used a secret phone to communicate with politicians during his tenure, raising significant concerns across the political spectrum, including within the ruling People Power Party (PPP).
The Board of Audit and Inspection (BAI) disclosed in its report that Kim Se-hwan utilized the secret phone for communications leading up to the 2022 presidential election in March and the local elections in June of the same year. Kim resigned in March 2022 amid controversy surrounding the mismanagement of early voting for the presidential election, but he did not return the secret phone until November 2023, during the ongoing audit. The phone was reportedly in reset mode, which hindered tracking its usage history.
The PPP criticized both Kim and the NEC for their failure to ensure a fair electoral process, calling for the implementation of a special audit system within the agency. It was later disclosed that Kim had participated in the PPP's by-election primary in Ganghwa County, located in Incheon.
The main opposition Democratic Party of Korea (DPK) announced plans to propose legislation aimed at strengthening the independence of the NEC and called for an investigation into any potential contacts between the PPP and Kim. In response, the PPP accused the DPK of diverting attention from the core issue by emphasizing Kim's candidacy in the regional by-election.
PPP Representative Na Kyung-won emphasized that the fundamental issue at hand is fairness, asserting that anyone guilty of injustice and corruption, regardless of political affiliation, should face legal consequences. She also criticized Kim for allegedly attempting to secure a position for his son at the NEC, with the BAI finding evidence of Kim abusing his power for hiring and promoting his son.

감사원(BAI)은 목요일 보고서에서 김세환 전 NEC 사무총장이 2022년 3월 대선과 2022년 6월 지방선거를 앞두고 정치인들과 비밀 전화로 소통했다고 밝혔다.
하지만 김 전 사무총장은 대선 초기 투표 관리 부실 논란 속에 2022년 3월 사퇴했으며, 감사가 진행 중인 2023년 11월까지 비밀 전화를 반납하지 않았다. 해당 전화는 초기화 모드에 있어 기록 추적이 불가능한 상태였다.
국민의힘은 김 전 사무총장과 NEC가 공정한 선거를 보장하지 못했다고 비판하며, 해당 기관이 특별 감사 시스템을 도입해야 한다고 주장했다.
그러나 이후 김 전 사무총장이 인천 서부의 강화군에서 국민의힘의 재보궐선거 경선에 출마한 사실이 밝혀졌다.
주요 야당인 더불어민주당(DPK)은 NEC의 독립성을 강화하기 위한 입법을 제안할 계획이며, 국민의힘과 김 전 사무총장 간의 잠재적 접촉에 대한 조사를 요구하고 있다.
하지만 국민의힘은 DPK가 김 전 사무총장이 국민의힘 소속으로 재보궐선거에 출마한 사실에 집중함으로써 핵심 문제를 모호하게 만들고 있다고 비난했다.
국민의힘 나경원 의원은 “문제의 본질은 공정성에 관한 것이지 정치적 파벌에 관한 것이 아니다. 정치적 소속에 관계없이 부정과 부패를 저지른 누구든 법에 따라 강력히 처벌받아야 한다”고 말했다.
그녀는 또한 김 전 사무총장이 아들을 NEC에 취업시키려 했다고 비판했다. 감사원은 또 김 전 사무총장이 아들을 채용 및 승진시키기 위해 권력을 남용했다는 사실을 확인했다.
